Says on the BBC news here that Dubya is pardoning 14 prisoners , is this common practise for an outgoing president or is there another reason for it?
Intelligence analyst gather intel for the US to turn over to Israel. Found out US was witholding intel. Pollard told the Israeli Ambassador. and passed the unfiltered intel to Israel, which is what the US agreed to do. Pollard got life for spying! Time to Pardon him!

The United States Constitution grants the President the power to pardon individuals and even groups of individuals (President Carter pardoned the Vietnam draft dogers). This can be a full pardon (overturning a conviction) reduction a sentence. Even a President can be pardoned (Gerald Ford pardoned Nixon). |

Hmm.. an interesting factoid that came out over our Thanksgiving game of Trivial Pursuit - my dad said that FDR actually was in office for 3 terms! (or was it 4??).. and after him they passed the law saying 2 terms was the limit. So, maybe that accounts for why he pardoned so many people.. he had the most opportunity to do so :) |

Nope, this is common. Nothing behind it. All presidents do it. It's always interesting who they pick, though.
